Service delivery system for the integration of public case management

Abstract
This study examines the public delivery system for the service integration in order to ensure the continuity of community services for the vulnerable people with the multiple needs. Focus Group Interview was conducted to the service providers who are working on needs assessment and service linkage in the public areas. The eight public services were examined; the integrated case management, the integrated services for the vulnerable child, the employment case management, visiting health care, managed health care, integrated support for the abuse, mental health case management, basic care services for the aged, The main themes in the linkage difficulties among the eight public services were the fragmented intervention ranges and procedures, the limit of securing and arranging the appropriate size of service providers, information disconnection on the service users and resources. The main themes in strategies and efforts of the service integration were the coordinating organization in the local government level, the structure and procedure of the services linkage, the gateway functioning of the street-level public administration organizations and the service providers arrangement in the organizations, the change in the physical environment and structures of the service organizations. Based on these results, this study proposed the service functioning linkage model of the passive integration strategy and the organizational integration model of the active integration strategy. The necessary components were also suggested for achieving those service integration models.
